I've read on these forums that if you step into areas, you freeze the enemy scaling.

My question is, is that freeze for the direct area you are in eg. orzammar or denerim market place or for all the adjoining areas too eg deep roads, back alleys etc.

What i really want to know is if I go shopping in orzammar do I freeze the treaty quest at that level or just anything within the direct locale.

If I am not mistaken, scaling will be dependent on the areas you unlocked (ie. you will affect the area's scaling if you received the "XXXX unlocked" notification." Going to shop in Orzammar Commons shd not affect the Deep Roads enemy levels.
