I've got the quest from Slim Couldry and in the Bann's house for the second time trying to get the Andrate's Grace. All the guards are dead and I have 2 rogues with level 4 lock picking skill but I can't pick the lock to the vault to finish the quest. Why not?? I don't seem to require a key. Is this a glitch???

The vault door is one of the hardest locks to pick (70), and it must be opened before collecting the Tears.
A point of device mastery is equal to increasing your effective cunning by 10 points. So with 1 point into this skill line you'd need 60 cunning, with all 4 points you'd need 30 cunning to open this and all other locks in the game.

Guard Captain has the key. You don't need to pick the lock - just loot the bodies.
Edit: To avoid debate, I'm positive because I've done the quest with NO rogues, just my warrior with 1 point in pickpocket to trigger all Slims Fat-Loot quests. Post-Edit
Also- I think this quest is stupid because it comes after the Landsmeet. I tell Slim to stuff I have more pressing matters right now (The Blight). BioWare should've written and programmed it to occur before the Landsmeet.
