What kind of edits do I need to do to make it so Shepard is wearing his formal dress uniform at the start of the game + first time on Citadel and is wearing Cerberus Ajax Armour during the Mars mission? Any videos on YouTube that would explain this type of ediitng?

If you have that set as your stuff when you completed the game and then start a new one based on that it should be like that.

1. Start a new game.
2. Continue until you see the game autosaving. It should be at the beginning cutscene.
3. Close out of the game.
4. Open save game editor and open your autosave.
5. Change casual ID number to what you want. Change your armor ID number(s) to what you want.
6. Save and start playing.
