When I set out to recruit my army about a month ago, the first thing I did was cleanse the mage tower.  I do not recall the exact dialog, but at the time I thought I had clearly won the support of both the Templars and the Mages, and was excited to think that I might be able to summon both to the final battle.

I guess that somewhere along the line I was mislead, because I ended up with only Mages to call on.  No Templars.

Is it possible to get both to show up?

Unfortunately no. You either get templars or mages. In some cases you don't get either one.
