Loghain. From what I've read in the comics, if Maric ties in to DAI and we see him , it would very eventful to see Loghain finally find his long supposed dead friend Maric alive.

avaline was in olais for about a year on her honeymoon, if the game can start mid way into dragon age 2, she might make a apprenence

I certainly know who I wouldn't (or couldn't) want to see: Anders and Justice(from DAA). Even if I am not overly religious, even I know that blowing up the Chantry is wrong, regardless of the motives.
But who would I want to see? Merrill. She was sooooooo cute in her naivete it would be adorable to have her back.

Sigrun as a full blown companion and love interest!
Velanna too. These two are as far as I'm aware, the only two companions from the "Origins Saga" not to appear outside their introductory game.
As for Cameo though. Assuming there's a Warden base of operations in Orlais then Carver and Bethany if you import a save where they take the Joining. Not as some quest, but just kinda there. You can talk to them about things, like you could with Cullen in DA2. If there's Warden related quests, they could take over the role of what would be a generic Warden if they're dead or not Wardens in your import.

Loghain and Leliana are sure to be there. Leliana is guarenteed.
Last we see her, Shale is in Orlais so she might be as well
