It's not possible to flag the romance option for Garrus in ME3 and make the romance work, 'cause there's a certain flag that has to be checked which isn't on the save editor, and that flag will tell the game that you carried the romance from ME2. It's much easier to romance the person in ME2 and then start an imported game in ME3, and once you start ME3, change your face to the default face and then wait till you regain control of Shepard and then save. Once you save the game, you can go to the Save Editor and make yourself a man or a woman. Change your name, and then save it, overriding the save you just edited. Now you can reload your save, and you'll be in the opposite Gender. If you started the save with a customized face, your face will be all corrupted.
I'm pretty sure it's possible, I did it on my last playthrough. I never romanced him in ME2 but messed with Gibbed and managed to do it in ME3. I didn't change my import so there could have been no way other than ME3 Gibbed. But that was almost two years ago, I don't remember how many variables needed to be changed (pretty sure they were on Raw->Manual though).

I have tried it, and it didn't seem to work at all though. I can't just flag MaleShep to romance Garrus. I did flag it once, but nothing happened at all. It might work for FemShep, but not for MaleShep, probably because of the gender difference. I don't really know how to word it though.

Ah, yeah. It worked for femshep. I tried romancing Jack with femshep for the lulz and it didn't work either.

Yeah, it must be a flag that must be done with the actual gender that can romance the particular L.I. for it to work. For mine, I used a finished ME3 playthrough, and made a new game +, but I had to make sure I chose the default FemShep face, because the game will make your face all distorted and messed up if you import with a customized face and then switch the genders using the save editor.

Just as Tuchanka was my favourite bit in ME2, it is in ME3. The Genophage Cure part might just be my favourite in the whole trilogy. The cutscenes and acting are very well done. Frapped a couple of videos here:

Played and finished Noveria mission. I let the Rachni Queen live, because I didn't have the heart to kill her.
One thing about Noveria I like is killing big mouth Kaira Stirling. Always enjoy that part.

I can't get used to that being maleshep, and turning down Jack or Miranda or Tali or Liara... maybe Ash... for Garrus. And only because I'm too used to them being buds to ever take their relationship to the next level.
EDIT: Today shep and crew took flight in the Normandy for the first time in the chase after the rogue spectre and his army of geth. Have to say it feels good to be a nice guy sometimes. shep is getting friendly with both Liara and Ash, while all the time thinking the quarian is kinda cute.
I already started down the paragon-y path with Garrus, but it's got me thinking... I spent all that time in my last playthrough building him up as a renegade in the first two games, looking forward to the conversations in ME3, and he goes and dies during the suicide mission. ![]()
So maybe I should start on the renegade path with him this time. All that matters in the first game is letting him shoot Dr. Saleon, right?

I'll see if the relationship does work to the end. Garrus didn't say the romance line when we were at the Holding Docks.

That's open to your interpretation, I guess. The epilogue slides do show the reapers repairing stuff... well, in paragon control they do. Dunno about renegade.

I just finished the entire mass effect trilogy for the 1st time. Silly me shot that glowing child thinking nothing would go wrong/accidentally....talk about a bad ending.
I quickly reloaded and chose the ending I wanted. Gotta say I enjoyed the ending, though I'm glad I had the extended cut dlc. Cant image how the original was.

Thanks for letting me know this. I thought about shooting him but figured it wasn't the best choice for my paragon shep because she was a "hear 'em out" type. Now when my current renegade shep gets there, I'll think twice about the "shoot first ask questions later" approach she has most of the time. Granted she's still in ME1 and hasn't even found Liara yet so that's a way's off and she may get a bit more refined in her approach over time. Or not.

I chose the control ending. But I am curious if the mass relays were destroyed.
The mass relays are damaged in every ending, but the reapers repair them in Control. I assume they do the same for Synthesis but I don't think there's a slide to actually show it. Presumably, renegade or paragon shouldn't make a difference in the Control epilogue.

That's how I actually found out about the 'refuse" ending myself. I was so ticked off on one play through, that I couldn't skip all the dialogue, that when I finally regained control I started shooting at the 'star kid'.
I certainly was surprised, but there was no way I was going to reload.
