Lt. Tolan is another example of an understudy. Hell, even the understudy gets an understudy in ME3, but not Garrus. 
Its not that bad. For me, I get a great scene with Samantha and femshep. It wouldn't be possible without Garrus's sacrifice. He will be honored in the coming empire

Ohh! I must have seen it once but I can't remember, what scene is that. All the things with Sam are wonderful.
It's very different. Garrus has no understudy like Mordin, or Legion, or Wrex, or Tali, or Thane... hell, even Jacob got an understudy. Is it that Bio didn't conceive of anyone killing Garrus in ME2? Or are they punishing the people who did? ... Too bad Nyreen wasn't the understudy. Wow, then it would be a tough choice of whether Garrus survives the collector base.
Anyway, no Garrus creates a huge hole in the game, in my opinion, especially on the Normandy. And the citadel DLC.
Instead of having him killed in ME2, I would just have Shepard decide if he/she wants him back on the Normandy or not when you see him on Menae.

After defeating Jackie Chang's stunt double, we head to Earth. I bring Traynor and Miranda with me. Traynor has another weapon she wants to try out. The Impaler or as she calls it, pin the a**hole to the wall. We land in London and fight a bunch of actors and actresses without their make up on. With the Hades cannon taken care of , we head to the forward operating base.
Destroyer #6972: Mr Harbinger, sir. Its seems like the organics have stopped fighting for now.
Harbinger: They have. I see all are gathered for one last pow wow. I have an indoctrinated servant, I believe his name is Anderson, giving Shepard orders to fight where the resistance is the heaviest.
Destroyer #6972: I like that sir. Get rid of Shepard and the harvest will continue without anymore interference.
Harbinger: Of course it will work you little punk. And speaking of working, you better make sure no one gets by you do get to the beam.
Destroyer #6972: Ahh. Yes sir. But why not turn off the beam. AAAHHHHHH
Harbinger: That's for being a smarta**. Destroyer #3454. I need you here on Earth. Now. For all you banshees, brutes, husks and Cannibals, you will fight the organics that will head your way.

Cool. We got rid of the destroyer. Lets get to the beam. Oh crap. Oh crap. I tell Miranda and Traynor to get to cover.
Natalie: Shepard to Freddie. I need you to fire on a reaper from behind to give us a distraction to get to the beam.
Freddie. On my way Shepard.
Natalie: Major Coates. I need to have everyone stay in cover while my squad and I move forward

Natalie: Alright Traynor and Miranda. As soon as Freddie hits the reapers run for the beam

Excellent. We made it. Immediately we encounter Cerberus soldiers. I leave my squad to go open the arms. How the heck did Anderson get here? And why can't I move? Its the cheese of Cerberus. Damn. Now's hes dead. Thanks Miranda. Now the 4 of us are going up on some platform. OOOkkkkk.
A walking ghost. I always thought they float. I am the Catalyst, it says. So this is the child of Mr. and Mrs. Leviathan. Its looks so cute. I tell the thing that I met its parents. They showed me a picture when it was only a file. Now its a program. My they grow up so fast. I tell the thing that its parents miss it and would like for it to come home and be a family again. I give it a picture of a file to download that its parents wanted me to give it. What just happened? Its gone and I see the reapers flying away. Hopefully gone for good.
I call for a shuttle. Now for the clean up.

After some confused fighting I meet up with a couple of guys that tell me it's 2 years later (WTF again) and that I was dead and Cerberus brought me back. Lots of explanations later (thankfully including the fact that Kaidan survived), I'm seriously upset at the idea of working with Cerberus but they do have a point about investigating these missing colonists.
On a side note, I really like working with Kasumi. Her stealth talents are fabulous. And now that I've gotten a Krogan, I would prefer to ignore the Cerberus flunkies. Unfortunately, I still need them to get info on the Collectors. Oh well. I'll just have to make the best of it for now.
Kasumi's shadow strike is right up there with Lash for power awesomeness. I usually max that out first to get the rapid recharge after a kill. She becomes a ruthless ninja after that. Last time I played through her mission, I sat back and let her go on a stealth killing spree. Actually, that was the M.O. for every mission I took her on.
Also, Grunt.

Well, out of my one room apartment. Anderson called me fat since I was relieved of duty. Then I saw Kaidan, and he's a Major now. Gotta talk to the defense committee. Something big is headed our way - the reapers. Now they want to listen. Idiots. We fight or we die. Anderson hands me a pistol and starts berating me for not knowing how to use it. He shuts his hole after I blow away 6 husks with a flare. Then WTF? How did that kid get in the duct? And then he's gone. Am I hallucinating? Must have been that bump on the head. Or the VI in my brain is malfunctioning. Or that reaper is sending indoctrination beams my way. Anyway, the Normandy shows up and Anderson stays.
We go to Mars, and I meet Liara. She blows away two Cerberus mooks. Kaidan doesn't trust me. I don't understand it so I tell him to stow it. Anyway it was good to see Liara again. She's found a superweapon, one that can defeat the reapers. Thirty years, and now we find it? What an ass pull. Oh yeah, we're not supposed to think about that. Never mind. Anyway we blast our way through a bunch of mooks, and Dr. Eva Core, we see her on a vid screen. Then run into The Illusive Man's hologram. He has to have a conversation, and he's not looking well these days. Then the robot beats the hell out of Kaidan, and I shoot Core with the crappiest pistol in the game. Wow. Amazing. Everyone else stands around watching.
We get back aboard the Normandy and head to the Citadel. The Council decides to protect their own worlds. I didn't even get a chance to ah yes "reapers" to the Turian Councilor. Recruited Allers and Jilani. Visited Kaidan, and returned to the Normandy. Talked to Hackett and it's on to Palaven.
