DOCTOR BURNSIDE: Before I ask you about Virmire, I want to discuss some of your other exploits.
NICOLE SHEPARD: All right, go ahead.
BURNSIDE: You did many good things while tracking Saren, but some are troubling to say the least.
SHEPARD: Let me guess: the colony where all the colonists were turned to husks. Once again, you are going to ask me how I could work for an organization such as Cerberus that would turn an entire colony into husks.
BURNSIDE: Ms. Shepard...
SHEPARD: Oh I am sure you were not going to put it quite so bluntly, but you were going to ask it weren't you? I'll say it again: I worked with Cerberus, not for Cerberus. That distinction is important.
BURNSIDE: I understand. Well then, I want to ask about something else. Or rather, someone else: Helena Blake.
SHEPARD: What about her?
BURNSIDE: According to the mission reports, you destroyed two criminal operations that dealt with slavery and drugs, among other offenses. Their death left a vaccum that Miss Helena Blake took over. You then cut a deal with her: she disbands the gang and you let her go free.
SHEPARD: So what's the problem? Three gangs ended, one peacefully. Peace is luxury with me.
BURNSIDE: It is how you ended it peacefully, Ms. Shepard. Once again, your dealings with known criminals is most erratic. You killed Dr. Saleon, arrested Dr. Wayne, then let Helena Blake go free on a tenuous promise.
SHEPARD: She kept her word.
BURNSIDE: That is irrelevant Ms. Shepard. At no point during your service as a Spectre did you deal with criminal elements in a consistent manner. The Alliance doubts your claims about the Reapers in part because your dealings with criminals has been inconsistent, calling in to question your judgement.
SHEPARD: Oh give me a break! I had good reasons for how I dealt with each person you mentioned!
BURNSIDE: And what is your reason for letting Helena Blake go free, despite her extensive criminal history?
SHEPARD: She hated the more disgusting crimes perpetrated by the crime bosses. She said wanted to move the gang into more 'victimless crimes' like illegal gambling terminals. I asked her to disband the gang instead, and she said she would but only the condition I let her go free. So I did.
BURNSIDE: But why not kill her outright, like you did Dr. Saleon.
SHEPARD: As I told you before, C-Sec had their chance with Dr. Saleon.
BURNSIDE: And they didn't with Miss Blake?
SHEPARD: Nope. And it all worked out. She turned her life around and became a social worker on Omega.
BURNSIDE: And the other members of the gang?
SHEPARD: No idea.
BURNSIDE: I see. Then let's talk about Chairman Burns, who was being held hostage by biotic terrorists.
SHEPARD: You want to know why I didn't just kill everyone? Because Hackett wanted him alive, if possible. I made it possible. Saving his life prevented more casualties in the future since he took another look at reperations for L2s. Same with Major Kyle and his biotic cult. Keeping him alive saved more lives.
BURNSIDE: I understand. Then let's talk about Terra Nova.
SHEPARD: I see where this is going...
BURNSIDE: You killed the Batarian leader, Balak.
SHEPARD: And let the hostages die, yes. He gave me a choice: I could save the hostages if I let him go free, or he would kill the hostages if I decided to fight him and take him down. It wasn't much of a choice.
BURNSIDE: How so?
SHEPARD: Batarians are running state-sponsored terrorism. The Batarian Hegemony is encouraging Batarians criminals to harass human colonies and organizations, although it is difficult to prove that the Hegemony is actually paying them. If I let Balak go, he would just go ahead and do it again somewhere else. Maybe do it more than once. Trade one failure for possible successes later? That would mean a lot of dead humans. No thanks.
BURNSIDE: But you let his second-in-command go.
SHEPARD: A mistake, but he gave me a keycard that I did not know I needed. It saved me a lot of time from otherwise looting his body; chances are high I would have not picked it up since I would not have known what it was for.
BURNSIDE: You loot dead bodies?
SHEPARD: The Alliance and Spectres are not exactly high paying jobs. The Alliance has garbage weapons and weapons -- seriously, I got a better gun and armor on Eden Prime within minutes of landing. Looting dead criminals for credits and equipment allows me to better survive and take down bad guys everywhere.
BURNSIDE: Oh. I see.
SHEPARD: Any other questions before we discuss Virmire? Wait, don't tell me, you want to ask about my negotiation with Darius.
BURNSIDE: Who?
SHEPARD: Darius. Or 'Lord Darius' as he wanted to be called. He was running a merc band in the Attican Traverse. He was harassing some Alliance miners. Hackett wanted me to negotiate a treaty with him. I ended up killing him instead.
BURNSIDE: I'm sorry, I do not recall that mission.
SHEPARD: It's in my file I'm sure.
BURNSIDE: No, I don't think so. That would have stood out.
SHEPARD: Son of a---
JAMES VEGA: Sorry to interrupt, but the committee needs to see you immediately. Anderson has arranged for a shuttle.
BURNSIDE: Very well. Then we shall talk about Virmire in our next visit.
