I didn't see a problem with Cortez at all.. He's fine. as he is. Kai Leng, Diana Allers, and Glowboy though there are glaring problems with them.
Oh that's just one of Kai Leng special powers.... He turns everyones IQ in his vicinity into a single digit number.

Ultimately, I think you're wrong. I think you're very wrong.
You see, the best way to introduce a gay character is by not tribalising them and making them out to be their own people. Most gays these days would easily pass for a straight guy unless you'd known them long enough to discover otherwise. The Simpsons-esque stereotype of gay people is a small minority, and something people do for fun. It's not actually how people live their lives. Cortez is an everyday guy, and he's an everyday guy with Vega.
To be honest, I found Vega likeable solely because of Cortez. Since Cortez is less over-the-top and macho, and I would have been turned off by Vega. (Later I find that Vega is a hipster and he's being ironically macho whilst actually being strong, which is kind of hilarious and makes me want to ask him questions about things.) Ultimately, Cortez is a very believable character. One thing I'll note though is that he's also a very British character. I'm familiar with that because, you know, I'm British.
British people tend to be less flamboyant and in-your-face. But they still feel and still have passionate opinions, they're just less boisterous and rowdy about it. If you're not accustomed to that (not a worldly person) then you might find that Cortez seems "inhuman" somehow. Add to that perhaps a dash of homophobia, and yeah, it's going to be easy to dislike him.
So there you go. I actually think he's a good guy. And a good representation of the average gay British guy.

I had no problem with his story, although I don't really love being the sole voice of counsel for all other characters. But if I'm going to do it for Ashley, Garrus and Liara anyway, I might as well let Steve have an appointment with Dr. Shepard too.
Heck, I liked him enough to tell him he was the best pilot even though it's obviously Joker. >_>

Sorry for the late response. I didn't expect so many replies so fast and was busy catching up on Off-Topic and in the MP sub-forum.

As for him relating to the story, they made him apart of it IMO since he plays a part in the story. He could've been so much more since they added a face behind the shuttle pilot this time around and gave him quite a few lines during mission beginnings.
As far as his romance, it wasn't terrible. But felt very shallow. While the Kaidan coming onto Shepard thing was abrupt, it did feel more "natural" you could say (Sorry, my English is limited) compared to Cortez which felt forced and hallow. To relate it to Traynor's romance since they're both new characters, I felt hers had more depth while Cortez got the short end of the stick or howver that saying goes.
Compared to Diana and trololSpace Ninja Leng, I could definitely understand how some could see them as being worse. I read the ME novels (disregarding Deception) I thought he was expounded upon nicely but ME3 definitely made me dislike him a bunch. Allers was a waste of space but at least she had the reporter spreading news to the galaxy angle to work with. But she definitely ranks as one of the worst and worthless characters in the ME series.

Maybe. Almost no one romanced Jacob, but a lot of people seem personally wounded that anyone could reject the great and powerful Shepard. That's a more unique kind of grievance than homophobia, and it's more amusing to me.

I don't see how Steve's romance is any more shallow than Sam's. They are both pretty shallow compared to the others. Understandably so, since they only have the frame of a couple of scenes to work with and no previous experiences with Shepard to draw on. I don't see how Allers' 'reporter' angle is any better than Steve's 'shuttle pilot' angle, they're both just jobs. Only Allers' job defines her as a character whereas Steve has more going for him.
I think Steve succeeded where Jacob failed in being a sensible, subtle sort of character. The fact that he's the shuttle pilot and not a squadmate helped out in that respect, since it's his job to be behind the scenes rather than the sort of person who gets up in people's faces.
Steve just comes across as a really nice person without seeming like a pushover. He's got that quiet confidence thing going on, which plays well against Vega's... not-so-quiet confidence.

Hey, cortez is totally on joker's level. He outpiloted joker's own ship!
....Driven by a crappy pilot...but still! That deserves some credit!
I also loved the back and forth between vega and cortez. I liked to see that people interact without the almighty shepard around to approve conversation.
Finally, I don't hate jacob because he cheated on SHEPARD...I hate him because he cheated...period.
