What determines which character you meet in the Citadel DLC?

When you get to that speeder rental place? I have seen Miranda show up there before, and so I assumed it was for romance partners, but when I romanced Miranda, Liara showed up for me. So what determines the character who you meet?

Your LI will always show up first and you'll hear your second most used, or "highest friendship" person over the comm.
If you are not in a romance, have not locked it in, or your romance is not a current squadmate, Liara will always show up first.
Aside from Wrex, no other past squadmates are even in the Citadel story part itself, so I don't know how people are getting Miranda to show up.

miranda doesn't show up,
it's li's on the crew if locked, if your li isnt on the crew or locked in its Liara

As above.
Miranda is never an actual squad member. Only a squaddie in Armax. She is available for the party if you have completed Horizon and she survived.

If Udnot Wrex is dead, James Vega appears.
Liara T'Soni appears if you romanced her or if you're not currently romancing one of the current squadmates.

You can meet her in the apartment after the mission part, and invite her to the party. If she is your LI, you talk to her again when you go back to the Normandy.RA RA XD wrote...

As I said above, she is only in your actual combat squad at Armax.

As I said above, she is only in your actual combat squad at Armax.
To clarify, you need to have done Horizon/Sanctuary for her to attend the party and to get the interactions at your apartment and the casino.
