I was seriously confused by this, I just arrived at the part where the Arishok is in the throne room and where Isabela should return if you had high enough friendship/rivarly with her.
I had 100% friendship, did all of her quests, and gave her priority over Aveline and let her keep the book. However, she didn't show up and I had to fight all the Qunari. I had also gotten the achievement, "A Worthy Rival." I know Isabela was maxed because even when she was gone, I had the passive skill, "Isabela's got your back." So my question is, why didn't she return?
Why didn't Isabela return at the end of Act 2?

Maybe a bug. Maybe you failed to complete one of her side quests.

You also have to do her questioning beliefs quest. Check to see if that's in you're completed quests.

All of the quests were completed, there were two Questioning Belief Quests from Act 1 and Act 2 in completed quests for Isabela. Maybe it is a bug...I'll reload the save and try again to see if it changes anything
