Not required to, but it's a good idea to leave fans with at least one good memory of ME3 if they want the next one to be a success.

I had plenty of good memories of ME3, before Citadel.

I guess I'm not a fan after all.

This is probably why there isn't one. Jesus Christ, can you imagine the uproar if they announced post-ending DLC and linked us to Rick Astley?

Me personally, not really.  I acknowledge it's a fun DLC, but without MEHEM I wouldn't have had the game installed anymore .  

Of course Bioware is likely counting on others to have shorter memories...

There isn't some hidden conspiracy where Bioware has a business model that tries to trick those who loathe their game. Bioware is targetting those who like ME3, as they are more likely to buy DLC which is meant to complement the experience of the main game.

You may have a hard time believing that such an audience even exists, but Bioware believes they do.

Edit ME3 may have a fan base, but a lot of people still felt burned both by ME3 and EC even a year later.  Those are potential lost sales for later games

Certainly wouldn't be the first time that a "series finale" took a tweaked farewell tone with meta references.
