Do utp files have to be available to play, i.e. hak, campaign or module resourses or is it wnough to have them in your override for building only?

That's the placeable blueprint, right? You'll only need the placeable blueprint if you plan to spawn one. If you're not spawning, and just have the placeable placed in the area, then you don't need to distribute it for players, because the instance is saved in the area.
