Nah, it's just knowing how to move so you don't get killed, even if you're in close proximity to the enemy. I mean sure, you might use an ops pack or two, but that's not going to save you if you don't know what you're doing.
I've only ever used thermal clip packs on a target once because there were only two of us left standing. Maybe not a bad idea though if you get 'em to spare.
I'm not a great speed runner, so not saying I'm particularly skilled myself, but I think I've done enough of it to understand what it takes to get fast times. And you can't get sub 8 unless you really, really know what you're doing. I mean based on what Cricketer said you could probably count the total number of sub 8 speed runs ever on one hand, but there's people coming in here saying sub 8 takes no skill...yeah, okay.
I've been a part of plenty rocket runs where the objectives were good and the spawns weren't even splitting too bad, but very few only one of them even went sub 9.
I remember that yesterday we got an Escort through the basement of Glacier (where all the enemies spawn). We tried to go through the enemies without using missiles, and Ops Packs was pretty much the only way to do it. Remember, you don't only get full health/shields, but also one second of invulnerability. Still, in the end I think only one or two of us actually made it through.

If you get Targets and don't use missiles, Thermal Clip Packs is the way to go. Instant reload + 100% stackable additive weapon damage bonus shreds bosses like butter. Sometimes I use two Thermal Clip Packs in a row so I can shoot my Javelin three times in a row, second shot with 100% damage bonus and third shot with 200%.
