tough, tough, tough question. I'd say before the Citadel DLC it was ME2. As you said, the suicide mission is amazing. But the citadel DLC sound track is really awesome. Honestly, I'd have to say ME3. But just by a hair. a very, very, thin hair
I don't have citadel. Hmmm....maybe i'll listen to its soundtrack just to see.

Jack wall nailed it in ME2. The music stepped up in intensity and maturity in an appropriate amount. The tracks were rousing, harmonic and had punch.
Sam may be renowned, but for ME he just...didn't seem to have it. A lot of the tracks feel hollow, out of place, and a step in the wrong direction. Lot of fallback on generic "emotional" piano tracks.
The only track from ME3 I cared for was the one that plays when your fighting on earth. And even that just....sounded a little awkard.

ME2, even bioware thinks so. Many of the tracks used in ME3 are reworks or flat copy and pastes from ME2, including it's DLC.

True. I kinda wish they kept Jack Wall for ME3. Like you said, his music really kept up the intensity. I found it had a really triumphant and confident "lets-kick-the-collector's-asses" vibe, whereas ME3's soundtrack had more of a "we're-screwed" premise.

For instance, yes, Suicide Mission is arguably the best song of the trilogy, and ME2's soundtrack has the best lineup. But does that devalue other tracks like SPECTRE Induction, The Fleets Arrive and Vigil?

I love several tracks from ME3, though "A Cerberus Agent", "A Future for the Krogan", and "Leaving Earth".
And a few from ME1 like "The Main Theme", "Criminal Elements", "Uplink", and of course "M4 Part 2" by Faunts.
Does anybody but me think that the character tracks in ME2 have boring names? I renamed them all to have names like Archangel, The Assassin, and The Justicar. Instead of being called Garrus, Thane, and Samara.
