ME3, it combined the best of both ME1 and ME2.

Honestly, the middle is always the least memorable. Like, when people try to do their promotional speeches they try to either be the first or last: not the middle. Sure, ME2 has amazing music, like The Suicide Mission, and Overlord, and The Humans Are Disappearing (Shepard death song). But, I mostly remember music from the first and last---music like, Vigil, Liara's world, Leaving Earth, An End Once and For All, and I Was Lost Without You (my fav.), Farewell and Into the Inevitable, Liara's theme, ect.

Hmm let's see. I love M4 p2 from me1, I love suicide mission and illusive man from me2. But I love Das Malefitz and An end of an era from me3 the best.

I think ME2 is slightly stronger with tracks like Suicide Mission, Tali, Gathering Charges, Long Walk, Illusive Man, Normandy Reborn and then Stolen Memories, Shadow Broker and Overlord DLC soundtracks as well.
3 also has some excellent tracks like I'm Proud of You, I'm Sorry, Mars, The Fleets Arrive and An End Once and For All in the EC.

It captured the emotion of the end while ME2's OST (with the exception of Normandy Reborn and Suicide Mission) was pretty forgettable.

I find ME3 easier to listen to as a complete soundtrack. I find that much of ME2's is repetitive and sounds like "this is the fighting bit", where as ME3 most tracks I can listen to as stand alone pieces of music.
ME2 has got those epic pieces though, End Run, Suicide Mission etc which send shivers down my spine and I love to pieces, but An End Once And For All always brings a lump to my throat.
Ah screw it I love it all.

Mass Effect 2 hands down.
It had the Illusive Mans theme, and of course the Suicide Run, and the music during the rest did a good job of highlighting the games moments, even the combat music did a good job of keeping the suspense high (even though I don't remember it too well.
The only good ones I can think of in mass effect 3 are Leaving Earth, and the one during the multi-colored explosion, which was ruined by the ending, both story wise, and music wise.

The theme on Sur'Kesh in ME3 makes me tingle... as does the Reaper fight on Rannoch.
All in all though, the music was one thing that remained of exceptionally high quality from start to finish. Wall, Hulick, and Mansell did amazing work.

Warning! Incoming wall of text! (Seriously: sorry for the wall of text, but I've written a lot about the subject and kinda got carried away.)
ME1 really set the foundation for the "epic space adventure" soundtrack. It invoked memories of old 80s sci-fi movies, which is really romantic in its own way: space was the final unknown, and humanity wants to make its mark in the stars— that whole bit. The possibilities were unlimited, and you don't know what's gonna happen around the next relay jump. Those first few notes of the opening theme in ME1 are epic and reflect all of those elements. Vigil and The Thorian are mysterious tracks and rightfully so.
One of the reasons why I like "Suicide Mission" so much is because it takes the ME theme and turns it into something else entirely. But if you listen closely enough, it's still based on that first theme; it's easier to pick out if you just listen to the Illusive Man track (essentially, ME2 theme= ME1 theme + Illusive Man theme). It was the great harmonization between epic, cinematic/theatrical sounds and the preexisting soundtrack. To create something new while staying faithful to your roots takes a lot of skill. I also loved how many of the mission tracks reflected the personalities of each character. Mordin, Samara, Garrus, Tali, and Grunt are prime examples, as well as some of my favorites.
ME3, however... It might be because I knew Mansell's work before he worked on the ME3 OST (thanks, Pandora Radio!) and, frankly, a lot of his stuff sounds the same. Sometimes, I'll try to hum Leaving Earth/An End for Once and For All and find myself humming the theme to "The Fountain" instead. I guess I came to expect that each track would have its own unique sound like the majority of the ME1 and ME2 soundtracks. The ones that did have their own voices, like Mars and Future for the Krogan, stand out and stand tall. That isn't to say, however, that the piano theme Mansell uses for ME3 doesn't get me teary and isn't any good. It's just disappointing when I think, "That sounds familiar. Didn't I just listen to that?" when it's supposed to be a different track (e.g. View of Palaven/The Cerberus Plot/Surkesh or anything with the 'Rannoch' theme that actually have nothing to do with Rannoch, Tali, or quarians). If something is supposed to be a reprise of another piece, then it should fit the idea and the theme (see ME2 as an example).

Suicide Mission is oooverraateed (still like it though). I hate choirs. they're trying too hard to sound "epic".

ME3 by far. I love all the soundtracks for all the games, but the quality of production on the piano used on so many of the tracks in ME3 is spectacular. Great reverb. They kept a solid emotional feel without loosing all of the traditional "space music" sounds. Tracks such as "An End, Once and For All", "Leaving Earth", and "I Was Lost Without You" really carry the whole score. I feel it connects to the audience better than ME2. (or most movies, for that matter). The music matches the mood/story.
