ME2 by far.

I don't care for ME3's score that much - with a few exceptions.

Sur'kesh in my case. It worked with the "hurry up!" atmosphere while most of the other tracks just happened to be there, not saying they're bad though, but it's disconnected most of the time, thus I prefer to just listen to them ocassionally, although they rarely bring up any images from the game to me. Tracks you hear in MP fit MP rather than the SP.

In ME2 however, I can connect the "oomph" from Haestrom with the moment the collossus blew up. The moment the sun shined on Thane. The moment SR2 left the station, when Garrus took his helmet off. Music in ME2 was more about the characters (even the Normandy was somehow a "character"), and since I was playing a lot of jRPGs back in the days, I'm quite fond of that.

ME1 beats both IMO in terms of creating the atmosphere ;)

Edit: too much "buts"

ME3 by far imo. I find ME2s ost overrated(not that I'm saying it's bad, but it's meh compared to ME and ME3) Only a few tracks stand out for me from ME2., everything else is forgettable.

ME2 had far more memorable music moments than 3. I can listen to the ME2 soundtrack and memories will hit me about each track, ME3 for the most part (bar Sur'kesh and leaving Earth) were mostly forgettable. ME1 had the best music overall for creating the setting/mood though.

It really depends on the tracks. ME2 had a lot of "boring" ones but some exceptional too. ME3 was more solid and had good quality throughout. The interesting thing with me ME3 soundtrack compared to the ME2 soundtrack for me is that the tracks that I find outstanding have a quite different quality (as in what makes them outstanding).
