In NWN1, I could see the indecation that the PC has True Seeing when wearing an item with that property. But in NWN2, I cannot see that. Is True Seeing property of items really working?

My impression is that it works anyway. It sure makes a difference in a room full of sneak-thieves.

I can't answer the OP's question because I don't remember the last time I found an item with permanent True Seeing. Probably a stupìd question, but have you tried unequipping/equipping the item? Sometimes you have to do that with perma-Haste items, so it could be a similar issue.

Yes - items with the True Seeing properties do as advertised.
I have a blind monk companion in an upcoming module who relies on a True Seeing headband in order to fight (there is a quest to recover it). Without it, the monk can not initiate combat. With it, the monk can fight regardless of being permanently blind, and can see any invisible creatures.

Although the monk tends to run back and forth like a headless chicken, not quite being able to target the ethereal creature for attack. HiPS creatures also become visible (as black silhouettes), making it possible to target them with AOE spells.
I don't know what effect TS has on incorporeal creatures with partial concealment.

The veil in the Neverwinter library in the OC grants True Seeing, if I remember correctly.

Yeah, I remember that one, but I haven't played the OC in ages, and I don't think I used it much when I played anyway.
Incorporeal creatures are not affected. Blind Fight is the only solution against those.
I've seen those silhouettes sometimes, but I don't recall if I had TS at the time. In any case, that shouldn't happen, so you could call it cheating, and I'm pretty sure it doesn't "work" in multiplayer (you can throw fireballs around randomly, but you don't see any silhouettes).My blind monk with a True Seeing headband even reacts to ethereal creatures.
