What is the difference between SetPortraitID and SetPortraitResRef besides nwnlexicon reporting that setportraitResRef will make the portrait id invalid?

Is SetPortraitResRef used for portraits the server doesn't have known in it's local .2DA and portrait ID local portraits?

correct. The ResRef Is the portraits File name and The ID is the index into portraits.2da.
