To be fair it's not like any of the other races really step up until either Shepard does them a favour or their world falls. Except perhaps the Asari, and they had their councillor saved by Shepard.
And paying too much attention to the war assets is probably unwise. For example, there's no "Salarian Scientists" war asset even if you got their full support, when there clearly should be.
But, yeah, the Salarians don't seem to exactly cover themselves in glory. Though they'll also probably come out of the war in the best shape, with an intact homeworld and more or less intact fleet. I think this is actually potentially a pretty interesting set up for future plots - the Salarians are likely to be the leading power for at least a while after the Reaper War, but also politically isolated due to resentments about them not committing to the fight.
edit: As to what they're doing, presumably they're protecting Sur'kesh. The Reapers never launched a full campaign against them until the end, but I believe there were probing attack, and if they'd left their capital exposed the Reapers probably would have diverted a fleet their way.
