I've always assumed the war assets that we look at are just assets that are in some way committed to things that have been assigned to Shepard for him to oversee or help oversee, such as the Crucible project, preparing for the retaking of Earth, and certain elements of Citadel defense. To be frank, it's the only way I can make any sense of the numbers. The turians are supposed to have the largest fleet in the galaxy. If what you're looking at in your war assets is their full contribution to the war effort, their number should be much larger.
I still don't think the salarians are fully engaged in the war, but I do suspect that they do battle here and there. I think they have a few problems, though. As others have pointed out, they prefer to end their wars before they start, so they've been taken off guard by this one.
The Reapers also haven't encroached onto their territory much, and this, I think, is where salarian internal politics come into play. I think even if the Dalatrass wanted to contribute more to the war effort, the other clans have her under pressure to keep the fleets protecting salarian worlds, rather than on the front line. Sending the fleets out would expose the Dalatrass to all kinds of political risks. Remember, the Salarian Union is kind of like a fuedal system, with each clan controlling their own worlds. So it makes sense that it might be hard to get the full Union behind something like that, when each clan would want to see the salarian fleets instead used to protect their own clan assets.
If you "false" cure the genophage, the Dalatrass can at least go to the other clans and tell them that contributing more to the front lines was the only way to stop Shepard from bringing back the krogan, giving her a degree of political cover. If you cure the genophage, it not only makes her dislike you all the more personally, it actually makes it even harder for her to contribute to the war effort - because now she'd be helping allies who brought back a long neutered enemy.
The STG seems to not be above getting involved in politics on their own (see one of the Bioware Blog news entry, where I think they suggested the STG has overhthrown rulers in the past) so I'm also not surprised to see them go against the Daltrasses wishes. I almost expected to see them move against the Dalatrass during the game, but perhaps if they had it would have thrown the Union into civil war at an inopportune time.
