I join games, if the lag is so bad I can't effectively play I leave. If it's bearable I stay.
I rarely host. I'm fairly certain I can count on one hand the number of times I've hosted over the course of the last year, and half of those were because everyone dropped out of the game mid way, or I got left in a lobby and it filled up before I could quit or something.
