So I was thinking of making a Krogan Vanguard type Shepard with the Reegar Carbine and Barrier. However, I was wondering whether Barrier or Fortification would be better for this charge in and shoot all the things build. (Insanity of course)

Fortification is better since it has a lower cooldown penalty.
I would go weapon damage armor. Or if you don't want to do that then shields.

Fortification has more DR by 10%.

As capn233 said, use Fortification since it provides more damage protection.
Also, check out this thread by Kronner: Commander Shepard, the honorary krogan Battlemaster. Note that this was written before patch 1.05; Fortification was improved in patch 1.05 to provide more damage reduction, better power damage at rank 5, and a lower cooldown penalty.

Wow so barrier is completely outclassed? Interesting. Does explosive burst incendiary ammo work on the reegar?

Yeah sorry, I forgot to mention I'm on PC. I know about the MP bug but was unsure about SP. I'll take Force & Damage evolution instead then, no biggie. Thanks.
