Yes because my relatively old computer can run along at 59.9 for most of the waves (it tends to dip in between waves, and sometimes on late objectives). Lowest is probably around 45, especially if the game has been running for a while.
So it is more than possible. Hard disk write speed is fairly important depending on your resolution and if you are compressing on the fly or writing uncompressed (like fraps).
That is capturing 30 frames per second, since there is little point in actually making a video with framerate higher than 30fps if you are going to put it on youtube.
