Hello I used the redeem code to get that shale guy and on my registered game promotion list it is there, but on the game it hasn't appeared in the downloadable content so what do I do?

Well, its not always a simple problem, so the guide is complicated.
If you don't want to go through the various troubleshooting steps, you could just try installing this beta fix and see if it fixes your problems.

ah I think I know the problem, I saved the dragon age program onto my comp but moved it to a external hardrive, that's why it isn't working isn't it?

Oh yeah, you can't move Windows applications between drives without doing a full uninstall/reinstall. There's usually enough hidden data that gets screwed up if you try and do that.
