so i started playing DA 2 again, romanced Fenris all the way to Act 3, did his companion quest, but it's not letting me do his Questioning belief quest.
i double checked. i reloaded to Act 2 and did everything again, but it still won't let me do that quest.
anyone else having this problem. Anyone else know what to do?

Hold on. Are you asking about his Act 2 Beliefs quest or his Act 3 Beliefs quest? If the latter, it only triggers if you have him above 50 points Friendship or Rivalry.

i have him almost completely full for friendship.

QB in Act 3 doesn't trigger with any of the companions until 100% Friendship or Rivalry. If you are really close to 100% and just need a few hints where you can get a few extra points (in Act 3), read below the SPOILERS warning.
***SPOILERS****
1) When talking to Fenris to initiate his "Alone" quest, choose the diplo or witty response first, then immediately tell him you will go with him to meet his sister. (+5)
2) When confronting Danarius during alone, be sure to choose "He is no one's slave!" (+10)
3) After Danarius is defeated, choose the "Companion's option" to let him decide what to do with his sister (if you don't want him to kill her for role playing reasons, then don't choose this option.) (+10)
4) Find his final gift, the Blade of Mercy, and give it to him. (+15)
5) During "Gamlen's Greatest Treasure", if you encourage Charade to meet her father, he will approve. (+10)
If you have Legacy, there are a further +10 Friend points you can get, if you have yet to play that DLC.
Hope this helps. I am quite partial to Fenris' romance (especially the final romance arc near the end of the game...*wink*), so I hope you get a chance to enjoy it.
