Compiled HTML Help file of the Galactic Codex (Incomplete)
And possibly in future versions, other Mass Effect content like Weapons and Upgrades, and the Journal.
If this is the wrong topic to post this in, please move it to the appropriate topic because I was at a loss when deciding that

What is it?
     This is your one-step go-to for whatever information you will need for the Mass Effect series. So far, all that is provided is the Mass Effect 1 Codex, but this is early in development. Think of it like a Beta.
     Have you ever ran a program, had some questions about how to use it and went to the menu and clicked on "Help"? Usually when you do that, the program would either open a Windows Help file, or a HTML Help file. If you have, then I don't have to explain what this is, because basically, this is exactly that. A Microsoft Compiled HTML Help file. It contains a index of useful *web*pages for informational purposes. 
     Now, what I have provided here is the Mass Effect 1 Codex (Not including DLC currently) in the format of the Mass Effect 1 webpage. When you open this file, you see a clean, and useful way of recieving any information about Mass Effect. The best things about this is that everything is stored all in one file, and it is easy to navigate. I also made sure nothing makes you eye-sore like looking at pages and pages of text. Please, try it for yourself or look at the screenshots. This file is completely free with no limitations, I am creating this for the single purpose of having a single place to store all my Mass Effect information and I thought I should share it.

Need someone to check if no permission is needed for the material
     First of all, I would like an Admin to go over the Mass Effect 1 website that I used as a template for my file and verify the copyright gives me permission to use it (as a template). I read it and it basically sais "No commercial use" and wanted to verify that this doesn't break that (There is no profit involved in this whatsoever). The resources I used from the website was: site layout (some HTML and CSS scripts), and site images (navigation, header, background image, and body images including DIV borders). Here is the link to the copyright page of the website, and here are two links to the pages I used as templates.
     Also, apart from the Mass Effect 1 website as a template, I do have copies of the Galactic Codex text as represented in the game Mass Effect 1, along with all images and sound files that go along with them. The images and sound files are currently not supported for the current version of the file (and I know how to fix that for the next version). I also want to make sure I am not breaking any copyright stuff with this file. I will remove it immediately if so, and will republish it when I have gotten the right permission. If I will need to collect names of people who provided the content from the Mass Effect wiki (For example the people who provided the .ogg files) I will gladly do so.

     ...Also, is there a place to upload files on the forums? I'd prefer not using any online file sharing services. I noticed people could upload files as "Projects", so how would I go about doing so?

Why this is incomplete
     I began this project 2 years ago, and left it because it was getting too complicated to continue. I decided to have a go at it again and have gotten a lot more progress on it . As you can see, the menus aren't functioning well yet (The links link you to non-existant items, there are no images for the links, and the only ones that I have provided are: Codex, Primary and AliensCouncilRaces). All the menus should be added and fixed in a couple days.
     I've created my own tool for easy creation of new items without the time and effort it would normally take without it. It currently does not support menus yet (So I created those three above as reference). 
     Another thing to report are that there are no Codex images supported in this version of the file. This is due to a simple issue that I will resolve in the next version. Another thing to spot is that the bottom-right of the page's border has some CSS layer difficulties I will hopefully get to and fix. Finally, I was unable to center the page horizontally within the file, if someone has a fix to this, please PM me.
