Leviathan has a nice lore built into it, not to say heavy lore but it expands on the existing explaining a lot of things.
Medium Length
Omega:
Think of it as Overlord... with even less story. More or less a gallery shooter, your done, get out of the station. You CANNOT BRING YOUR CREW.
You get to meet a female turian for the first time though.
Ashes:
Extremely overpriced DLC to aquire a prothean as your squad member. Would strongly suggest waiting until is 50% off, 560 ms at the most.
Is an incredibly short dlc, wont take you more than an hour, and is 10 bucks, way too overpriced.
Not big on lore though, and the conversations with javik are... mostly automatic. Like Kasumi and Zaeed in ME2.
Citadel DLC:
Very feel nice dlc. Is not lore heavy, Mummy returns sort of story, and every single squadmate has something funny to say, even those who were never funny.
Its a feel good dlc, it feels good and you have fun.
You can bring your crew members if you wish. All in all is a nice firework display with one joke after the other. Whether those jokes seem forced or out of place, or even relevant to the character's personalities I leave that up to you when and if you play it.
IN my opinion.... I would download Leviathan First, then Ashes, BUT ONLY AS HALF PRICE. From Ashes is a fraction of Leviathan's length and it still 800.
A good analogy is, you get a beer for 10 bucks, and you get a teaspoon full of beer for 10 bucks as well. Leviathan and Ashes respectively.
Take into consideration however that Citadel DLC, is a feel good DLC, there is a lot fo banter, there is a party, reunion, farewell and thats it. Is design to make you feel good, regardless if it feels logical, or intellectually rewarding to the overall themes. This DLC has little themes besides funny.

I would say From Ashes being that it is actually a part of the game, more than just an extra squad member. It feels like it was cut content to be resold as DLC honestly, but that's a debate for somewhere else. So get it, plus you get some cool extra squad-customisations.
IF AND ONLY IF YOU'VE PLAYED ME1/ME2 (otherwise skip to the next)
Then Citadel. It's the goodbye to all the characters, running gags, and spectacular moments in the trilogy. All fanservice, sure, but if you've been with Shep from the beginning, it's the missing fanservice you need.
This one is tough, because the last two are about equal in terms of fun-ness for me. I would say Leviathan. It gives more backstory to the psychopathic machines we all cherish. The game is not MISSING it, until you have it, then it seems lost without it.
Now Omega... frankly, if you haven't played ME2, don't bother. The only reason to get this is if you LOVE Aria T'Loak, and want to see exactly what TIM has done with Omega since it was stolen from under Aria's feet. Don't forget the only rule of Omega: Don't F*uck With Aria. Also comes with Biotic lash as a new bonus power, kinda cool I suppose. Omega is also "action DLC", supposedly tougher than the rest of the game.
Last but not least, Alternate Appearance Pack 1, new outfits help with replayability, but honestly, not that important.

ie. you may as well just get them in order.
FA and Leviathan provide additional context to the vanilla game. Omega is largely unimportant, but you do get a couple of decent biotic powers out of it.
Citadel is brilliant, but again not essential to the plot of the vanilla game. It does however provide the best meta send off to the trilogy. You really should end with that one.

Again, be serious, AAP 2 does not exist, and never will. Lord knows they had one planned considering the first is labeled "1". But they have not made a 2, nor will they.

I was serious. If the reason behind Ashes is only to get JAvik, then why buy it. Use the gibb editor. If he is on xbox he can use it, and is easily available for download.
IN the event he is interested in the tiny mission that goes with the DLC... then it sure as hell not worth 800 mp by a long shot, hence why suggesting to wait for a bargain.
