If you have unlocked everything (character related) I remember a post about just spending on recruit packs, you will certainly get a character XP card.
If you still have yet to unlock character and their appearances any SP, PSP, AP, RP will get you a rare XP card, the best is probably the RP since you get a higher chance of unlocking character related stuff and when you get these they will offer the highest XP.

In recap, for me (average): RP 2x250k = 500k total vs 20 (7 @ 62,5k (437,500) + 7 @ 12,5k (87,500) = 525,000k)
Your choice 500k with a chance of unlocking new characters or more xp...

Since I don't care about banners I haven't explored this. I've only promoted a few times 'cause I didn't have a respec card and wanted to change powers around.
So does this mean -- with more character cards, when one does promote it counts for more or something?

No, it just means you're able to promote sooner. Most people promote to complete the N7 Mastery challenge. If you simply use the XP you get from the matches you play it takes longer. If you combine the XP you get from matches with the XP from cards, you level up faster, thus allowing you to promote faster and complete the challenge before you're eligible for Social Security.

Depends on what you're trying to do; I checked your manifest and you have quite a few rare characters left to get. If you're focusing on characters, your best bet is Reserves Packs. If you just want to get XP cards, Recruits will get it done, but the XP on recruit pack cards is usually around 12,500, whereas Reserves Packs cards are usually the Rare (gold) ones that get you 250,000 XP. Then you have to look at what difficulty you're playing; if you're playing Bronze or Silver, it's a grind to get enough for Reserves Packs, so you're better off with Recruits & Veteran Packs. If you play Gold or Platinum, you have enough that you can buy Reserves Packs after every match almost.

Yes, exactly. Recruit Packs give you more experience and consumables (medigel, ops survivals, missles, and thermal clips) per credit, BUT you won't unlock new character/appearance options and you get crappy level 1 equipment (ammo, armor bonus, rail amps, etc.) with them.

Recruit: 250,000 min, 1,250,000 max.
Reserve: 0 min, 562,500 max.

If it's just for XP get recruits. The other guys are right; you spend less and accrue XP at a more efficient rate with Recruit packs; Saminator Explains It Here
If you're looking for rare character unlocks, obviously Reserves are the way to go. Sorry, I've been telling you wrong.

Having a bunch of lvl 1 consumables isn't that bad... They are more than good enough for Gold games, which allows you to save 2's and 3's for Platinum PUGs. (Save the 4's for having fun with friends)

I do spectre packs though because i need the lvl 3 consumables (the character cards are a lot more rare tho in spectres)

You'll also likely max out your medi-gel/ops packs etc, as you'll accrue it faster than you can use it.
