They'll never do a staggered release like that though. Even back with Origins, they were going to do that- release the PC version first since it was done and the console port later. Instead they just delayed the PC version and released all versions later at the same time.
If it does end up a cross generational game then they'll likely do the same and release current gen, nextgen and PC versions all at once. Save on marketing that way, I'd imagine.

I think Ubisoft has done a fine job with Assassin's Creed, their only lapse being Revelations which had a great ending to cover up the negative facets of the game. Granted, they have separate dev teams working on two different Assassin's Creed games at once, and so the staggered releases are showing no drop in quality for that reason.
I feel though, that games of a larger scope like Origins (and to some extene DA2) are, a longer development time is necessary, and because (as far as I know) it's the same development team for each game, and so they obviously can only work on one at a time.

Dragon Age 2 was far from a bad game, it was an average game, maybe slightly below average. There have been many more games released in the last few years that are far worse, how about the two Force Unleashed games or the Colonial Marines game that was just released. Heck Skyrim on the PS3 I would consider worse for it was unplayable at launch and it took several bug patches before people could actually play.

I do hope we see ports to the PS3/360 just like Ubisoft is doing for AC4 as that will personally save me around $400-$500 this fall/winter

A million units sold is considered a borderline failure for a AAA video game. Dead Space 3 was, allegedly, stated to not be a success unless it sold 5 million copies due to its expense. Adding next-gen requirements and graphics into the mix will likely increase the development cost even more than the current gen.
I would not hazard a guess as to how many copies DA3 is projected to move or how much it would take to break even (or gain a profit), but it would BEYOND safe to say one million would not be anywhere close for either.

I would think developers and publishers are looking hard at THQ with UFC 3 when they had to sell two million copies to break even and fell short and it seems to have been the final mistep and forced them into bankrupcy. As you did say hardly anyone is really going to know the true numbers behind the numbers of the game they want to sell and how much the game is going to cost.
I doubt going to next generation is going to cost a lot more besides the time to learn the new engine because everything they are using as far as physcial labour and development would be the same as the older consoles.
