What website is in the URL bar? Do you make it to https://masseffect2....ts.bioware.com/ before the error happens?

Same thing is happening to me whenever I try to buy DA2 and ME3 DLC. I can't even get an EA advisor to help.
EDIT (Clarification): I go to the DA2 and the ME3 DLC page on this same site. I hit "Buy Now" and I'm re-directed. With DA2, I wanted to buy Mark of the Assassin. I got redirected to the official DA2 page, checked the box to accept the terms, and then click "checkout". From there, I got an EA message saying "Oops! This page doesn't exist. Either the URL is incorrect or it's old content". As for ME3, I tried to buy the Citadel DLC. It tries to redirect to me to what seems to be the Origin checkout. It then gives me the same message that the OP posted. It seems like Origin/EA is having technical trouble, since whenever I try to contact someone, they tell me no one is available, try again later, and that I could wait 60+ minutes before I can talk to someone.
EDIT1 (4:57PM EST): Now I can successfully buy and download DA2 DLC.
EDIT2 (5:01pm EST): Looks like Origin is back to normal. I can now buy ME3 DLC and Advisors are available (though wait times are now 55-60 minutes).
