ME1 - Shepard's Locker Glitch?

Shepard's Locker supposedly resets with every *main* mission.  Does Virmire not count as one?

I usually make Shepard stop there first to raid it   But this time I saw this instead:

I tried back tracking to a previous *main* mission (Noveria) I had completed and made Shepard's locker interactable. 

I left the Noveria activated/interactable locker alone for once and went to complete one of the Side missions.  When the mission was complete and I went to raid the locker, the locker is no longer interactable, displaying the same as the image above.

Does anyone know what caused this?  Or do I need to restart/start a new playthrough and not interact with the locker at all until the very end to keep the locker interactable?

In my experience, that locker only unlocks two or three times. Generally, it never really gives anything good anyway.

The locker doesn't give good stuff, but I needed a little little bit more extra credits (~100 Creds) in order to purchase one of the Spectre weapons. I had already sold all my stuff that I wasn't using and/or I got from the last battle and didn't feel like running off to complete another battle just for that little.

And only 2 or 3 times? That's just weird when there are 4 major storyline quests. I guess Eden Prime doesn't really count.

My steps were
1. Eden Prime -> Grab items from Locker
2. Feros -> Grab items from Locker
3. Therum -> Grab items from Locker
4. Noveria -> Noticed I could grab items from locker but wondered off to complete side quest first -> Side quest complete -> Returned to find empty locker

Any other thoughts?
