At the ending? She never shows up at the coronation in the 360 version yet on the videos at youtube she shows up there on the PC version.
We will ever get to see shale...(Spoilers and 360 Bug related)

Gonna be honest this bugs me too. Shale is one of the best characters in the game and it really annoyed me when I walked around at the end and couldn't find her.
A patch for this some time in the future would be really nice.

I'm almost positive that Shale showed up in my first playthrough. Maybe your approval wasn't high enough?

I think it's a bug, I've had Shale's approval pretty much maxed on multiple endings and never once seen her. Shale is one of my favorite characters and her not being there at the end bugs me, she was good comic relief throughout the game.
