I'm on PC and I play my Juggernaut in Gold PUGs quite often, especially when I am not sure the other players are any good. I never play him when there's one in the lobby already, one is enough for every match.

This is my standard setup (or Adrenalin III instead, for larger maps), I play purely as a tank. If I wanted dps, I'd use another kit.
I always help with objectives, I always try and protect my teammates and I tank every boss that comes close. I'm mainly using my turret to restore shields for my teammates, which is more reliable than the hex shield and it doesn't block line of sight.
I'm using the Falcon on range to stagger groups of enemies until I'm close enough to use the Reegar. I never stop moving except when I tank. I only use heavy melee to restore my shields and use the Reegar as often as possible. Light melee is an excellent knockback and good enough to get rid of husks, swarmers and stuff like that.
In some games I topped the scoreboard, sometimes by a large margin. Of course, the other 3 players weren't any good then. My Juggernaut isn't meant to do a lot of damage, he exists to enable the rest of the team to do so. Still, I can easily take out a Ravager while walking past, so my damage is quite okay even without most dmg passives.
One part of the "many bad Juggernauts" problem is the rest of the team.
Yes, it's easy to headshot anything I grab and if you need someone to hold the target up for you so you won't miss... fine. I don't care about the points anyway... but you better stop taking away my melee target if I need to restore my shields because I'm a. tanking multiple bosses for you and/or b. taking heavy fire from some ranged enemies which you should prioritize over the helpless (and soon dead) enemy in my grasp.
If I can't restore my shields, I can't tank. If I can't tank, the enemies will overrun me and I will die. And if I die... who's going to save you?
Unless someone sabotages me I almost never die... and I rarely need to use consumables (except for missiles). Of course I don't hesitate to use them if necessary... but you need ~10k damage to take me down even without me using heavy melee, so ... ^^
I almost never use Siege Pulse, I keep it active for the 40% DR. I always place my turret for the team and use the Hex Shield maybe once or twice during the match to cover someone at an objective.
I position myself and the mobs to give everyone line of sight at the enemies while trying not to expose myself to too many enemies.
I stagger or grab any enemy that gets too close to the team, in some cases I even use the Hex Shield to stun an unshielded enemy... in short, I do everything in my power to keep the team alive.
Sure, I will never sprint around the map and nuke spawns into oblivion. But when the entire map comes running up to the team, then I will hold the line.
