I think so. By the way, I think it's strange there's been no leak about it yet. The game is really close to being released and most of the LI have been officially revealed.
Everything the devs said about Tali is too vague in comparison to what's been said/shown about other characters.

The same thing could be said about the new vehicle. They've been able to keep a lot of things secret. For DAO, a couple of the romance options were left secret. But yes, I'm sure the strat guid will leak early, and then we'll know for sure.
