If power amps were actually worth anything at all on the GI then sure. But why would I take a Power Amp? For Proxy Mine? Better example plz.

Specialization in video games is almost always > "well rounded" characters. Look at Pokemon, the ones that get used the most are the ones with significant stat and typing advantages over others. You get glass cannon builds as well as tanky ones, but you don't try to mix a tank build with a glass cannon build because then you just get a worthless 'mon.

But what about Scizor, good defensive typing (except against fire) and he hits like a truck with CB Bullet punch

And the really good, glass cannon sweepers require setting up/removing threats or else they will kill 2 other pokes and then they'll just get revenge killed.

I played pokemon competively for 2.5 years bish.

This is little off topic,but when we are talking about strengths,I have question about solo Platinum with Batarian Vanguard.
I was pretty successful with him(PPR+Acolyte with Incendiary ammo),although sync-killed from Banshee in later waves.I don´t wanna rely on his strength(melee) and I don´t wanna use the Acolyte.
Any suggestions on weapon/gear.

maximize on the strengths. I never put cyclonics on a character with 500-600 base shields

There's a very general concept in every game, video or not, that says that in general, it's much better to strenghten a character/player/whatever's strenghts than to level his weaknesses. There are exceptions of course, but that's the general direction one should take.

I generally go for damage and play the kit accordingly, for me the Jury is still out on Cyclonic's vs something that will increase the kits damage output, there are some that in my many trials are a given in that it just makes sense however if it's borderline then I go damage, play less of an in your face with the enemy.

Casters = power amps, shields only have a minor impact on them and I'd rather keep them for tankier kits.
Tanks = shields, because that's what I need.
Drells = adrenaline modules. 'can't touch me!

Usually I max out strengths, especially when I feel familiar with the kit. I feel very familiar with the "stranger" infiltrators (e.g. Shadow, Huntress) and I usually don't take Cyclonics with them.

Almost always max strengths. Exceptions might be the Destroyer getting an Adrenaline Module, or...actually that's the only one I can think of.

I usually augment strengths when speccing out kits and loadouts. Since its a squad based MP, I just generally go with specialization rather than apparent versatility. Hence, I always prioritize killing efficiency over marginal improvement in survivability.
