Even without OP's crazy conditions, one must admit that the galaxy as a whole isn't as prepared to face down the Levis without Reapers as backup.

We figured out how to block Levi mind control.

Levi combat plan.

1. Shield artifacts
2. Find Levi's
3. Nuke the site from orbit
4. Repeat until done.

It's just that Xenomorphs are largely pretty dumb, and it's really impressive when they cut the power, while Leviathans manage to avoid super-mega-kill-everybody bots for millions of years and have shields and mind control devices.

They were the apex race of the galaxy at a point, and there could be more on other worlds. They likely wouldn't put all of their eggs in one basket when it comes to hiding places; what if the Reapers found them? Bombing the hell out of the three that we know of is a start, but it doesn't solve the problem.

We know better.

You would think that they would eventually catch on and start actively trying to murder us.

It's always a safe bet to have the one thing that beat the Levis before on-hand.

The Levi's had surprise on their side.

We know what they can do, we can shield what they can do, and we can engage them from well outside their zone of influence.

The Leviathans could try to reclaim their throne sure.

But we'd crush them worse than Abigor's army.

When they figure it out we'll switch to smashing all of their orbs. They'll be isolated and unable to act.

Problem solved.

The Leviathans would know if you started destroying the orbs. Once you break the first one, the rest of the thralls would go underground with their orbs under the Leviathans' influence. That would only make them angry.

Also, even if the orbs were gone, they still aren't neutralized. They aren't sedentary, they conquered the galaxy at a point in time. They could make some more orbs, fly over to a colony and enthrall them with relative ease.

You say "kill them" as if it were easy. We don't know where they all are, they're really powerful, they can control minds, they currently have a large handful of agents leftover from the Reaper War, and they were once the god-emporers of the entire galaxy.

They're basically Reapers, and we needed a deus ex machina to get rid of those.

You're dramatically inflating the threat they represent.

When the chips were down and defeat was staring them in the face the Levi's ran and hid for millions of years.

They're arrogant, stupid, and worst of all cowardly.

They can try to reclaim their throne, hell they might even be able to inflict some real damage but at the end of the day they'll only ever be a pale reflection of the enemy we already destroyed.

And once they are defeated they will be given a simple choice: play nice or be exterminated. (Hmm I started to sound a bit like Shreaper at the end there.)

Bah, the Leviathans don't exist in any of my playthrough's, because I refuse to download the DLC on the grounds that I find the concept absolutely retarded. But, for the sake of argument, if your points somehow happened to be true, then I would counter by saying that we just rebuild the Citadel and a Leviathan specific Crucible in time before they make their move, and we use it to completely destroy them.

See, I can make up crap too.

The Levis were hinding for f*** knows how many millions of years because they can't face the Reapers. The galactic forces just beat them. By the time the relays are repaired, most fleets will be operational again with newly found Reaper tech. Till then Levis can't do anything anyway. Considering most races are friends now and the reletively low number of Levis, I don't think they'll be hard as the Reapers. Plus we already know how to block their mind control signal.
