To me, the Leviathans were just selfish and arrogant and wanted their thralls to stop dying on them. They didn't care about life in general.

Yup. Their problem was flawed. Their way to deal with it was flawed. Their choice of tools was flawed. What does that tell us about the "Catalyst"? What does that tell us of any "solution" it would ever come up with?



That's how preserving life works after multiple levels of messing up.

There'd also be an option 3), but that'd be the option for those of lesser intellect and should be ignored.
