Of course they are, they weren't more afraid of the reapers than Shepard is nope not at all, they didn't completely mimic exactly what they tried to prevent in their own thralls nope not at all

Leviathan DLC disproves your assumption. For how many Cycles did Leviathans survive? And they will survive even in case of Refusal. They will just wait for another Shepard and another Crucible, no matter how many Cycles it will take.

Like the Ilos protheans they survived by hiding and hiding all traces of their existence. If they could beat the reapers they would not be hiding. If they needed to hide they were clearly being beaten.

You know what? Now that the Leviathans have joined the fight against the Reapers. If you're really worried that much about the Leviathans, and you really believe that Destroy leaves the Leviathans too much power. The best ending is to REFUSE. That's right. Just bail. Call the Normandy and get the hell out of there. Find some worlds off the grid and let the Reapers clean house. It's going to take them a long time. They'll find the remaining Leviathans and take them out.

Liara becomes the real hero of the story. She buries those time capsules all over the galaxy and the next cycle takes out the reapers.

The Asari apparently hid a few thousand looking at the old Asari in the Stargazer scene. And it kind of looks like some humans did as well because the kid looks human. She's probably not related to the kid in the scene.

Synthesis leaves the Leviathans right back in the saddle. They're linked. The Intelligence served its purpose. You blew it.

Control? It doesn't matter. The New Intelligence will still have to find the solution to the problem because it still exists.

@ the feebleminded ones. -- Post Destroy, the Quarians can rebuild the Geth. That is unless you were stupid and committed genocide on the Quarians.

Xen is a brilliant scientist and this time will shackle them properly. (you know -- do not kill Quarians under any circumstances or allow Quarians to be killed directly or by act of omission etc, etc, and all that stuff allow a Quarian to be harmed). I hated what Walters did to her with the "mad scientist trope."

If so, the Leviathans would be screwed long time ago. But they survived during all these countless Cycles, and managed to control some lesser races with Reapers still on their tail. And after the Reapers threat was stopped, Leviathans gained their former freedoms once more. They will recover completely fast enough. And we both know how advanced they are.
