Acolyte pistol with heavy barrel, incendiary IV on a MQE. No problem.

Shoot > Grenade > Fire explosion > Dead Phantoms.

As long as you don't eat like 4 of them from each side at all times...

The Scorpion's shots stick to her "bubble of nope". Just decorate her like a christmas tree and watch the chunks fly.

Adas on a class with ROF bonus. That weapon hates those skanks.

Scorpion, Acolyte, Falcon, Striker, GPS, Venom, Krysae are all choices as well depending on your class and complementary powers.

I'd go with a shotgun. Stun from acolyte/falcon/scorpion/adas is fine, but the reegar and gps put phantoms in their place.

Personally I carry the scorpion as my side arm. Not only can I dispatch those evil skanks and their LOLgoon cousins but I also have a decent side arm for wreaking large mook mobs in choke points. The weight is worth it to me on most kits on ones more dependent on frequent power spam with long CD powers the Acolyte.
