As far as a toolset release, I doubt it, but there's been neither an official confirmation or denial, as far as I know.

If you have a decent PC, I'd say it's worth buying ME1 for PC and doing a canon run. You can get it for $10 or something now, I hear, and you've still got around two weeks to complete it. Hiweverm if you prefer console gaming then I doubt the Xbox 360 version will be too different.

PC=the expensive, non-cinematic, buggy and uncomfortable way to play a cinematic game.
360 and PS3=the non-expensive, very cinematic, clean of bugs and absolutely comfortable way to play a cinematic game.
Now I know this game is not going to the PS3 but I had to list because this comparison applies to all next-gen games on the market today. The better choice is very obvious.

The PC version of ME1 played flawlessy for me. I had no bugs of any kind.
The second point you make is one that console players seem to make often, which I find hilarious. I play my PC games on a 42" 1080p LCD TV. On my couch.
That being said, it really is personal preference. I don't tell console players to play game on PC, and I find it comical when they tell me to play them on consoles. I actually have a 360, but waited for the PC version of ME1 because I greatly prefer a mouse and keyboard for both shooters and RPGs.

i personally played ME1 on pc and it worked flawlessly for me and since my saves are on my PC i am gonna get ME2 for the pc as well

He always comes in spouting the same bull**** everytime one of these threads pops up. The guy probably hasn't even touched the PC version. His entire post is so completely wrong, I ALMOST feel bad for him.

Console:
Can sit in a recliner chair while playing.
Honestly, I find it fairly comical when console gamers try to use the argument "PCs are expensive". An argument that is kind of null considering a machine that costs $400-$500 can play DA on high settings. Also, a console costs $300, and you need a TV to play it, so theres another 300-few thousand right there depending on quality, on the flip side, a PC gamer can go competely overboard and buy a system that will last them for years and years. A friend of mine bought a computer for $1000 3 years ago, and he can still play DAO on high. Therefore, each "side" if you insist on referring to that, can say that the other alternative is too expensive. In reality, the only factor that should come into play is the preference for controls. A controller, or a keyboard + mouse. A PC user however can use a gamepad if desired, but a console user cannot use a keyboard last I recall. PC games can also use mods, which have kept games like Oblivion and Mirrowind alive for years, whereas consoles can be attributed to having a larger user base and the center for friend's getting together to play.
In short, you can **** and come up with reasons why your system is better, but you just look like an idiot doing so. Spare yourself and just stfu and say what system you personally prefer.

You gotta think though the average persons PC isn't exactly in pristine condition. But of course if you keep it junk free PC is superior.
But I'm getting the xbox version first so i can beef up my gamerscore.

And there's always the one that goes on to explain that you can get a top knotch computer for really cheap.....sure if you start checking dumpesters for broken parts and then god comes down from heaven to miraculously fix them. Not to mention assembling and the hours of work to get it running and the high chance it still won't run the game.
