I for one loved his lines during the Renegade version of his final confrontation.

TIM: No... no!
Shepard: You were supposed to protect us and you failed.
TIM: No, I am the savior of humanity.  I am the pinnacle of our species!

TIM: There, earth... I wish you could see it like I do, Shepard.  It's so... perfect...

The voice wasn't the problem

The problem was Bioware only gave him one liners in ME2 except for Arrival

343 Halo 4 gave his VA better treatment than Bioware

The Illusive Man wins in my book. Expertly voiced by Martin Sheen. Calmly delivered lines, yet the character himself is clearly mental.

A close second was Sovereign.

Sovereign had the most menacing voice. The first time you got to hear him, it was scary. Saren was really good so it was a tough choice.
Harbinger wasn't bad but as someone stated before, he had lots of one liners so not so threatening/menacing to me.

Sovereign has no competition.

Such a loud, booming voice that spoke in certainties rather than maybes or mights.  Harbinger came off as a Mass Effect version of Snidely Whiplash.
