I've seen a lot of forums  posts about the recruitment bug and wanted to put a fix that has worked with everyones whos tried thus far.  This is regard to the bug that the title update caused that messed up the recruitment achievement.
1. Clear the cache
2. Start a new game ..You must be a female city elf Rouge
3. Get to ostigar and talk to Allistar.
$ Achievement will pop.
