Does starting a relationship then ending it before anythimg happens considered cheating on your li from mass effect 1? I started stuff with miranda and tali but decided against it and was wondering if that would effect events with liara. Also are the dlc characters extremely essential because I dont really feel the need to buy them. Thanks for the help

It only counts as cheating if you lock them into the relationship, so you should be fine staying true and blue.
Kasumi is a fun character who unfortunately outside of her (great) mission, only has ambient things to say, but well worth it for the unique fun of her mission and her appearance and quest in ME3.
Zaeed is similar in that you wont have interactive convos with him after his (bland but okay) mission. Again, I think he is worth it for his gravelly voice and sense of humor. He also appears in ME3 if he survives 2.
Not critical by any means, but both add something to the game. You should already have Zaeed, as he came with the Cerberus Network which every copy of ME2 includes if I'm not mistaken.
If you are a Liara lover then Lair of the Shadow Broker is 100% required. It's regarded as the best DLC that bio has produced outside of the Citadel DLC for ME3.
Arrival should be played as well, after the suicide mission as a prologue to ME3.
Project Overlord.. meh, I don't really like it outside of the finale. take it or leave it.
