Looks like king maric's shield, from feastday gifts. But it's normally restricted to someone who's not Alistair, and who you can't have in your party at the urn (should be obvious, but this is technically a no-spoiler section).

So there's definitely some amount of tomfoolery going on. Either a mod that uses the same skin as it, or else console commands to add it in and remove the restriction.

 Hmmm. I would say that's King Maric's Shield, from the Feastday Gifts, but that shield can only be used by one companion (who definitely isn't Alistair). (She wrote cryptically, in an attempt to avoid spoilage.)

You can use the winter forge to remove restrictions. I have feastday gifts and have never used this item (will have to check it out now) The winter forge can also add heraldry to any shield. this looks similar to Earthheart's Portable Bulwark with heraldry added?

Ive seen it before and used it, so yes. No idea what its called though as I havent played the game for ages.

As luna1124 mentioned, any insignia can be added to any shield using mods such as the Winter Forge. Probably that's how Alistair is wielding that one.

Oops, I overlooked the url. Still I'm quite sure there's no shield in the final vanilla release with that heraldry that can be equipped by anybody other than the secret companion. King's Maric Shield as mentioned is companion specific. Also, it seems the color profile of the above shield is somewhat different than the Maric's Shield; seems to me more like the Howe's shield with the amaranthine heraldry replaced.

It is possible that this screenshot was taken prior to release, or whatever the case may be. I'm not quite sure.

So, may be get some mod or use the toolset.

It's not at all uncommon for Bioware to release "Official" images which are not technically possible; I've seen it in trailers and in-game videos too. It goes under the "it looks cool" caveat of suspended belief - I think that's a Trope...

 Apologies for resurrecting this discussion, but I've just noticed the shield being discussed as it appears, in-game. While it is not obtainable, as far as I can tell, it is a vanilla item. According to the toolset, it is the "King's Shield", and it is "carried only by soldiers of the king's army"; it can be seen upon arrival at Ostagar, equipped by Cailan's guard:

I just modded a slightly improved version of the shield into the game as a reward for making it through the Ostagar strategy meeting: The King's Shield.
