Any story that "resolves" the Fereldan Civil War just delays it about 20 years or so. Why? Because any outcome ends up barren. Anora either doesn't (or can't, depending how much you pay attention to rumors) produce, and Allistair has that same problem (by himself, or to make it worse, a human Noble), being a Grey Warden.
The only "solution" I see is to have Allistair preform the ritual with Morrigan, but, assuming anyone in Fereldan could even find him/her/it (assuming anyone knows the child actually exists- if the Chantry- probably even the Grey Wardens for that matter, hell, maybe even the Dwarves and the Qunari- knew about its soul, can you say "Exalted March MUCH worse than any other?") that child is "destined" for something greater than ruling a "backwater, minor province filled with smelly dogs."

I can see that problem occuring with Anora ruling alone, as she refuses to marry on top of any fertility issues she MAY have. (It might have been Cailan who was sterile, after all.)
That might become a problem with King Alistair or the Warden King, but I should note that Wardens are not totally barren. It's harder for them to produce children, but not impossible.

To be honest, I always thought the sequel to Origins would be set a generation later and would deal with that exact problem. It was one of the game's constants, regardless of player choice, making it a perfect common starting point for the next game.

Given the elective system that Fereldan has, lack of a child doesn't have to result in a civil war. Particularly if the outgoing monarch has the sense to nominate a credible successor, like a Gwerrin or a Cousland. Things could go wrong of course, if you got the wrong sort of people in the wrong positions, but it doesn't have to.
The civil war in DA:O really had nothing to do with the succession. Everyone was basically fine with Anora despite her lack of Theirin blood - her right to the throne is only challenged as a way to force a landsmeet. The issue of the Civil War was Loghain and Ostagar.
