Since Hawke can't sleep with Sebastian how do you know if a romance has been initiated?

If you're asking achievement-wise, you can't get the Romantic achievement with Sebastian.

Sebastian can't be romanced if you flirt with someone else, so if you just flirt with him … you're in a romance with him. Simple as that.
