I really am curious what would have happened if Bioware would have just made their own photo instead of a bad photoshop of a stock google one, that was one of the more headscratchingly lazy moments of ME3.

I didn't have a problem with the photo. I just wished that Bioware had taken the time to show her face on Rannoch as well. It is amazing that the reveal of Tali's face was done almost in a throwaway manner. To have been standing with her and looking out at her people's homeworld and had her smile at Shepard ... That would have been priceless to me.

The only scene in a level recognizing the romance that I can think of is on Mars at the beginning, other than that there is just very little on the Normandy when you specificly talk to Liara- in the end Liara even suddenly talks about being "just friends" on the Citadel to make you feel like you are just initiating the romance despite they may have been together for years now.
For Tali, almost every scene reflects the romance, like on the Geth dreadnought or on Rannoch when you attack the Reaper (and the latter scene is even referenced back again later).

I agree ... for a consistent feeling of being in a relationship, both Garrus and Tali take the cake.

As for the original question it depends what sort of character you want your Shep to be with.
If you prefer a strong and confident woman pick Miranda, an intelligent character who cares deeply about Shep go with Liara, a bubbly yet clever character who puts others before herself pick Tali. Those are the only ones I have done properly for MShep. Never completed Ash or Jacks because I didn't really like their characters.
I originally chose Liara but have found myself romancing Tali as my main character as I personally find hers the strongest.
There is no outright best though. It is down to your personal taste.

Honestly, Liara just had me after LotSB. I believe that's really all it took for me, the romance content there was just outstanding while at the same time the Liara character grew up and turned into my favorite character in the franchise. I think the romance content outside LotSB is decent but not outstanding when compared to other romance options, but I already liked the character enough that headcanon let me enjoy everything.
I don't know about Garrus, the only femshep I played thus far had no LI at all, but Tali is definately a decent experience. In the end it all depends on which character you like most though.

I agree with the posters saying that Garrus and Tali feel the most like romantic relationships in all of their interactions. The subtle extras are fantastic.
I also highly recommend the Jack relationship for the RP effect it is likely to have on YOU as Shepard. Plus her Citadel DLC content is enough to make me consider doing the party post-Destroy.

Yeah I noticed that about Liara too, though on the Normandy, there is one little bit of interaction when Liara goes on about how long the reaper war will last, she asks how you continue to keep fighting, and you can have Shepard make a teasing remark about how mad she'll be if you don't stop them, at which point she sits in your lap and kisses you saying "Flatterer", but that seems to be the end of it up until the Citadel LI lock-in.

Just some content to get my attention. Someone said Jack has the deeper story but you never see her and she isin't a squadmate. Well, here is my trying to be objectice, but probably still very biased, views on the Romances.
Liara: Defiantly gets the most content out of all romance options in ME3, but gets suprisingly little extra Romance specific content/ romace specific dialogue. This problem seems to be that you don't offically lock her romance in until the second half of the game, leaving out most of the content. ME2 is the main drawback for this character, as she is not a squadmate (though Lair of the Shadowbroker helps make up for this)
Tali (my personal favorite, just to let you know): While Tali can't be recruited untill around the 1/4 mark of ME2 comes in kinda lateish during ME3; this is made up for my the tons of Romance specific scenes and extra little pieces of dialogue. Right away after showing up in ME3, Tali immediatly starts treating Shepard like they are in a relationship (not doing this is an issue with both Liara and Ashley), and most scenes with her have at the very least a different line or two reflecting her status in the romance. Example of this include how on the geth dreadnaught mission Shepard and Tali spend half the time flirting with eachother (which garners some hilarious reactions from your other squadmates), a very different post Rannoch peace/quarian victory conversation, and a romance specific scene where Shepard invites her up to his cabin, just to name a few.
The one downside is she is not romanceable in ME1, but does make the buildup seem a bit more beleivable (Tali has been in love with maleshep since ME1, but assumed he would never return those feelings). Also the whole romance build up in ME2 is incredibly touching IMO, with there being something compelling about Tali being willing to risk sickness (or possibly death) be with the person she loves.
Ashley: While good in ME1, Ashleymancers kinda gets screwed over in ME2 and ME3. In ME2 she shows up for one scene where she gets pissed off at you for working with Cerberus and basically calls you a traitor. Then in ME3, she continues this for half the game, then finally forgives you before sitting on the Normandy and having basically no content. They didn't even redeem this in the Citadel DLC (unlike what they like they did with some of the other romances), with her receiving the overall lamest romance scenes in that DLC.
Kaidan: Same deal as Ashley, except he is a bit less ****y about you working with Cerberus and gets more scenes once he joins the the crew and from what I've heard far better romance content.
Garrus: I have yet to play this one, nor have seen videos of it like the others, mainly cuz I don't want to spoil it for my current femshep playthrough. However, I hear that it is considered the best femshep specific romance, and has a good balance of large amounts of content and lots of romance specific stuff in ME3
Thane: Kinda got screwed in ME3, cuz well, he died early on. However, Bioware did make this up in the Citadel DLC by giving him a memorial scene, some messages he sent to femshep, and a really sad romanced only scene in which is the only time you see Shepard cry.
Jacob: Hes a boring character with a lame romance, and then cheats on you between ME2 and ME3 while getting another chick pregnent. Moving on.
Miranda: Has a fairly good romance arc in ME2, but kinda gets screwed a bit by not being a squadmate in ME3. She still gets three conversations on the citadel and an apearence in a missions though. The citadel DLC helps a lot here as she gets two really good romance scenes.
Jack: Simular deal as Miranda; with before the Citadel DLC only getting a mission and one citadel scene in terms of romance content. This is likewise made up with by having two really good scenes in the Citadel DLC

Personally, my favorite romance of a single game is Jack's in ME2.
For a romance continued across the trilogy, I favor FemShep/Kaidan. It gives him more room in ME1, reducing the blandness a bit, and he definitely develops more fully in 3. Tali is a good second. She does appear later in the game, but it's more than made up for, I think.
But at the end of the day, I think the best advice is to just go with what your interest dictates. If you hate a character, it won't matter how good the romance is. If you love a character, it's my guess you'll want to see additional sides to them, etc., even if their time in the spotlight is brief.
