Why do you think so many people complained about how Allistair and Zevran looked? They tried to import their faces directly from DA:O and they looked wrong, so they took them under the knife.
That was a import from the same engine.
An import to a totally different engine would make even the generic, basic Hawke look like this:

There's no technical reason that has to be the case. A game engine isn't some magical black box whose inner workings are a mystery to all. All that Bioware would need to do is write a working import algorithm, which, while not as trivial as it sounds, is also not rocket science.

I'd say they could put a ton of effort into it to make it passable, but many people would complain their Hawke didn't come out right... and all of this being for a bit of a cheap parlor trick to have a random NPC appear like your previous character. Not a great cost-to-benefit ratio there.

It would be a feature I wouldn't mind seeing in another game where the character creator allows you to create truly unique characters however in the Dragon Age series unless you are using mods or create a truly hideous character implementing such a feature in Dragon Age 3 would go unnoticed as there really isn't all that much you can do with the character creator, odds are they would just be indistinguishable from the rest of the NPCs that populate the world.
Of course I wouldn't object to the idea if it were to become a feature of DA3 however I don't think it would really have any effect on me whatsoever.
