Sorry folks, the problems are not solved.

Maybe try do an edit on shep, like your 1st or 4th casual edit. Things are tested to work on her, maybe the issue is limited or specific to squadmates.

I don't see why this would feck up for you, as this has been tested to work on mesh edits and imports for meshes originating from both ME2 and ME3. There are 0 isues reported with those upon re-import.

That's a possibility, that the issue(s) may crop up for certain squadmates in certain situations. At the moment I'm seeing a bunch of oddities here and there and cannot, as yet, tie any of them to the problem (or perhaps they all are). It may also be tied to certain pcc files and how/when they're used. The one I started with, the hospital with Ashley laying there, would accept edits (a BioD file rather than a BioH) as would others but as soon as you tried to talk to her...crash. The BioH files would accept edits fine (with artifacts) before and not crash, with the character operating fine. The current pcc I'm working with is another BioD...

It appears that there will be SOME places in the game where changes are not possible. I happened to fall into one with the file BioH_Ashley_00_NC.pcc. No matter what alternative uniform/body I place into this file, it will work. That is not to say that it wont work elsewhere. I just happened to start on this one. So...it will not be UNIVERSALLY possible to change things up in the game but we clearly can change things elsewhere just fine. Until/unless Bioware loosens up and becomes friendly to the modder community, that is where it is. I will continue to release my mods and we will all just have to figure out as we go along where and when we can use them (and other people's).
So, at least at the VERY beginning of the game, it is not possible to change Ashley's uniform. I'll tinker with other Ashley pcc files to see where the line is drawn.

That's what we've been doing with hairstyles.

Obviously one should remake speculars but other than that it was fine. If one would remove the heard gear part and make the neck opening a bit larger, it would be quite nice option actually. (Well, it might need some breast, butt and waist size adjustments.) For some reason after doing the replacement the armour locker crashes (or minimises the game and sends you to desktop) when you hit save... But then again I'm not surprised - I'm haven't touched anything, just direct export & import and only converting the psk's to upk's (I haven't touched the import settings either).

Maybe try and copy the weighting of her default mesh over to the adjusted mesh via skin wrap?

Err...I'm iffy on weighting skills. I did do a test by looking at weights on a few of my edits (psk format) and the exported psk from the game via ME3explorer. There are differences and some glitches too (most glaring I found immediately was heavy weighting associated with Ashley's right shoulder - affected both the right shoulder AND BOTH HER FEET! So weighting needs to be checked before I export a psk from Blender (and possibly 3ds) for import into UDK.
I don't know how to do a skin wrap but if that would fix weighting issues I'd love to know how to do it...can you point to instructions somewhere? What tool? 3ds?

I am just finishing a re-do of Tali's alternate uniform. While the default works fine for some reason the alternate didn't so I have had to re-do it but this time in 3ds Max and I HATE 3ds. It feels like I'm pushing my mouse through molasses (what did they code it in, Java?!) and the fine grain control I get in Blender just isn't there. Anyway, need to test the Ashley romance body and hospital body as well as my finishing Tali alternate...back in a bit.

ELE and me are more about customization for Shep then anything else I think.
What you do compliments it nicely =)

And I understand your frustration with 3DS, it's a steep learning curve, but in the end I think it's a bit more versatile (and generally has more modding support for other games, so it's a good skillset.)

Yeah stick with it. You're covering stuff I have no plans on doing. Really, I just wanted to give my Shep a fabulous head of hair and new armor...mission accomplished.

Sadly, that is true. Blender, though free and very good is VERY insular. It cannot export much of anything properly for interoperability and the developers, when pushed on this weakness, like to say, "so get coding" as if everyone can be or should be programmer (my response to that is, next time you break your arm or contract some disease TREAT IT YOURSELF! Become a doctor and do your own medicine). <_<
